Policies, Practices, and Tools to Promote Open Science. Latin America and the Caribbean and the European Union in Trans-regional Perspective

This document is largely based on the presentations and discussions during virtual dialogues on Open Science organised by the EU-LAC Foundation and OBREAL Global together with partners from different regions held on 6 and 7 April 2022. The main objective of the dialogues was to highlight policies, practices, and tools to promote Open Science, as well as emerging Open Science cooperation initiatives between institutions and networks in the European Union and Latin America and the Caribbean, and other regions of the world.

Report on Bi-Regional Mobility: Mapping and analysing Academic networksand Mobility Schemes between LAC and the EU

This report presents the results of the EULAC Focus activities undertaken in the course of task 4.1 of the work package on Scientific relations between EU and LAC. It is specifically targeted at identifying key actors, instruments and schemes of (bi-regional) academic cooperation as well as patterns of (bi-)regional mobility of researchers. Furthermore, the report explores opportunities for connectivity and up-scaling of bi-regional mobility between the EU and LAC.

The challenges of cultural relations between the EuropeanUnion and Latin America and the Caribbean

This book is one of the main contributions of the EULAC Focus research project, funded by the European Union’s Horizon 2020 programme. The project aims to assess the state of scientific, cultural and social relations between the European Union (EU) and the Community of Latin American and Caribbean States (CELAC), reflect on the most important challenges and provide, based on the analysis of literature and field research, useful proposals for the revitalisation of existing initiatives and the development of new cooperation proposals. In particular, this work delves into the main challenges of cultural relations between the European Union and Latin America and the Caribbean, one of the three sectoral areas of the project.

African Quality Rating Mechanism (AQRM)

For African Higher Education to meet the aspirations of the Africa’s Agenda 2063, quality assurance is imperative. It is essential to stablish quality assurance, as a systematic, structured and continuous attention to quality in terms of maintenance and improvement, while assuring responsiveness and relevance. The African Quality Rating Mechanism (AQRM) was therefore developed as a tool to facilitate a culture of continuous quality improvement in African Higher Education Institutions through self-evaluation exercises and external validation.

HAQAA Training Course on a Common Language for Quality Assurance in Africa

Between October 2016 and June 2017, the HAQAA Initiative organised a continental level Training Course entitled ‘Developing a common understanding for QA in Africa’. The Course, which gathered nationally nominated professionals representing quality assurance (QA) bodies across 41 African countries, reinforced the goals of the HAQAA Initiative, namely to support the development of a harmonised quality assurance and accreditation system at institutional, national, regional and Pan-African continental level.

Mapping of the existing standards and guidelines in quality assurance in African countries

Quality assurance of higher education is a policy priority in most African nations. As universities are increasingly seen as drivers for further economic and social development throughout the continent, the concern for quality of provision of teaching, research and societal engagement is gaining more focus. At the same time, universities are challenged by ever more diversified and larger student body and by demands to operate in an increasingly international context. In such circumstances, a guiding document that will foster a common understanding of quality assurance across different national contexts is essential.

University Associations in Latin America – A snapshot

The Alfa PUENTES Project is an international cooperation initiative created to foster the development of the Latin American Higher Education Area. Led by European and Latin American university associations, it aims to improve modernisation mechanisms, reform and harmonisation of Latin American education systems, and promote large-scale collaboration between European and Latin American universities. Co-financed by the European Commission Alfa programme, the project covered a three-year period (2011-2014) and was coordinated by the European University Association (EUA) and a bi-regional management team.
