aBOUT THE DHG FORUM

The Donor Harmonisation Group (DHG) Forum serves as a platform to share expertise and experiences and to foster cooperation among donors, implementing agencies, and resource organizations working in the higher education and research sectors.

Originally established to translate the Paris Declaration (2005) into practice — hence the name Donor Harmonisation — the group’s initial aim evolved over time. During its first meeting in Scheveningen in 2010, participants recognized that most educational cooperation programs were built on principles of reciprocal benefit, making strict harmonisation unrealistic.

Nevertheless, the commitment to avoiding overlap, promoting collaboration, and exchanging knowledge and experiences became the foundation of the DHG Forum. Since the first meeting in 2009, initiated by the Norwegian Directorate for Higher Education and Skills (HK-dir) and Nuffic, the Forum has grown into an annual gathering dedicated to building synergies and strengthening cooperation in international higher education.

The 2022 edition of the DHG Forum was organized by Obreal and held in Barcelona, continuing this collaborative tradition and bringing together international partners to discuss strategies for alignment, innovation, and joint action in higher education and research.
