Obreal participates in the Second Intergovernmental Conference on the Global Recognition Convention

Obreal took part, as an observer and partner organisation, in the Second Intergovernmental Conference of the States Parties to the Global Convention on the Recognition of Qualifications concerning Higher Education, held on 24–25 June 2025 at UNESCO Headquarters in Paris. The meeting brought together Member States from all regions, as well as representatives of the UNESCO Bureau responsible for regional recognition conventions.

The conference aimed to promote the implementation of the Global Recognition Convention and to review progress made since its entry into force. Key issues discussed included the relationship between the Global Convention and regional recognition frameworks, quality assurance—particularly in transnational education—the recognition of refugees’ qualifications and the development of complementary pathways, as well as the adoption of an interim work programme for 2025–2027 and operational guidelines.

In this context, Obreal’s participation contributed to strengthening cooperation with UNESCO on issues related to qualification recognition, academic mobility and higher education system integration. Through its work with African quality assurance agencies and its engagement in interregional cooperation frameworks, Obreal supports international discussions aimed at advancing more inclusive, transparent and globally aligned recognition systems.
